Palm City's Familiar Places Are Getting New Rules This Fall

October 15, 2026

"Typical boat ramp [parking space] size is anywhere between 40 to 50 feet so we're right in the middle at 45," Jessica Ballash, deputy director of Martin County Parks and Recreation, told WFLX in late August, a few weeks before Charlie Leighton Park reopened.

Palm City's biggest changes this fall are happening in places residents already know. The county rebuilt a riverfront park on its existing lot. Along Martin Downs, restaurants are moving into addresses people have driven past for decades. Even the roadwork is resurfacing on Martin Highway and I-95, not new lanes. Each change keeps the old location and changes who it works best for.

The ramp gained spaces and set a length limit

Martin County's renovation of Charlie Leighton Park, at 2701 SW Cornell Avenue, began in September 2025, according to WFLX's August 2026 report. The Board of County Commissioners held the ribbon cutting on Tuesday, September 22, at 9:30 a.m. In a video posted September 24, the county described the park as ready for "launching a boat, rowing, fishing, taking a walk, enjoying a picnic, or simply spending some time by the water."

The work list is long for a small park. According to WFLX's reporting, the county rebuilt the boat ramp, dredged the area next to it, installed floating docks, built two piers, added green space and gazebos, and expanded parking. The total was about $4.5 million. About $1.2 million of that went to the water-side improvements, partly funded by a state grant. The rest paid for the park grounds and the parking lot.

The parking lot is where the tradeoff shows. Before the renovation, the park had 20 designated boat-trailer spaces. Now it has 26, and each one is 45 feet long. Ballash told WFLX the layout was designed for safety: "Previously, people would park kind of wherever they could fit, so now we wanted to make it with a more organized design."

Before the reopening, one Palm City boater told WPTV that boats up to 35 feet used to launch here. He and another boater worried that the new marked spaces would be too short for longer trailer rigs, which could end up sticking into the drive lane. The county's response was to send those boaters to other county ramps, specifically Sandsprit Park and Jensen Beach.

In practice, there are now more marked spaces for a typical truck and trailer, a set length for each space, and different ramps for rigs that need more room. For the people who used Charlie Leighton as their regular launch before last September, that is the biggest change, more than the gazebos. Before you tow a longer rig over, confirm current hours and any launch details with Martin County Parks and Recreation. The reopening materials did not publish them.

The park is also designed for people who never bring a boat. The county lists waterfront pedestrian connections, picnic areas, open green space, and fishing among the new features. The two new piers serve walkers and anglers as well as boaters.

Martin Downs is filling old addresses

The same pattern runs along SW Martin Downs Boulevard and Mapp Road. The year's biggest changes here are new operators taking over well-known spaces, often ones tied to a long-running name.

The longest-running change started in February. Fin & Flame Grill and Oyster Bar closed on February 14 when its owners retired, TCPalm reported. The family restaurant had operated as Palm City Grill for 29 years before it rebranded in 2023. Four months later, on June 12, Fantini's Fusion Kitchen opened in the same location. Owner Jimmy Fantin and chef Sean Camillo lead its Asian, Italian, and Mediterranean menu.

In late August, the Hurricane Grill & Wings franchise on Martin Downs Highway, next to Townies Tavern, closed after 20 years. It reopened on August 27 as Palm City Tap House after a three-day renovation. TCPalm described the new concept as a sports bar with a tiki bar, 25 TVs, a new menu, and craft drinks.

The next change is scheduled for November. Fortune Modern Asian, which TCPalm reported as a Chinese-American concept run by Italian owners and served with cocktails, plans to open in the former Panera Bread in the Town Center at Martin Downs at SW Highmeadow Avenue. No specific day had been announced as of the August report.

Here is the corridor as of October 12, 2026:

Location What was there What's there or coming Status as reported
Martin Downs Blvd, former Fin & Flame Palm City Grill, then Fin & Flame Fantini's Fusion Kitchen Open since June 12
Martin Downs Hwy, beside Townies Tavern Hurricane Grill & Wings, 20 years Palm City Tap House Open since Aug. 27
2916 SW Mapp Rd, Treasure Isles Plaza Not reported PapiChulo Tacos Scheduled for Oct. 23
Town Center at Martin Downs, at SW Highmeadow Ave Panera Bread Fortune Modern Asian Planned for November
3270 SW Martin Downs Blvd Not reported Field of Greens "Coming soon," now forecast for winter
3078 SW Martin Downs Blvd, Martin Downs Village Center Not reported Jersey Mike's In development, no date

The bottom three rows are forecasts, and at least one has already slipped. In May, TCPalm put Field of Greens' Palm City opening in the fall. By August 25, the forecast had moved to winter. The Jersey Mike's at Martin Downs Village Center will be the chain's first in Palm City and its third in Martin County, according to TCPalm.

PapiChulo Tacos is the closest to opening. Three Amigos Hospitality Group owns the roughly 4,500-square-foot restaurant in Treasure Isles Plaza, and Treasure Coast reported an opening set for Friday, October 23, from 4 to 11 p.m. Partner Cleve Mash said the group wanted the restaurant to be a neighborhood gathering place.

Through all of these changes, the corridor's layout has stayed the same. The plazas, the Town Center, and Treasure Isles are the same stops on the same errands. By winter, though, several of those stops may look very different from a year earlier.

The roadwork runs through the same weeks

Getting to all of this means crossing two Florida Department of Transportation resurfacing jobs, and both affect the same October and November weeks as the openings above. FDOT's October 2 traffic report says the $3.5 million resurfacing of SR 714/SW Martin Highway began in April 2026. It runs from east of SW Stuart West Boulevard to west of Citrus Boulevard and is expected to finish in fall 2026. A separate I-95 resurfacing project runs from north of CR 708/SE Bridge Road to the Martin–St. Lucie county line.

The dates that matter for evening plans, from the FDOT Treasure Coast weekly traffic report:

  1. Through Tuesday, Nov. 24: overnight two-lane closures on I-95 within the project limits.
  2. Sunday, Oct. 18, through Thursday, Oct. 22: the northbound I-95 Exit 110 ramp to SR 714 is scheduled to close overnight.
  3. Sunday, Oct. 25, through Thursday, Oct. 29: contingency dates for the Exit 110 ramp closure if work moves.
  4. Friday, Oct. 23: PapiChulo Tacos' scheduled opening night on Mapp Road, which falls between the primary and backup ramp-closure windows.

One more project is easy to mix up with Palm City's own bridge. Martin County lists a full closure of the South County Line Road Bridge starting October 20, 2026. The county's page describes a 200-foot span between SE Girl Scout Camp Road and SE Island Drive, with completion estimated for October 2027. It is a different structure from the Palm City Bridge, and no 2025 or 2026 closure of the Palm City Bridge turned up in the reporting reviewed for this post.

All of this work is on roads that already exist, like the park and the storefronts above. Once the Martin Highway resurfacing wraps up, the drive from Citrus Boulevard to Charlie Leighton Park follows the same route as before, ending at a lot with 26 marked trailer spaces, each 45 feet long.

If you're weighing a Palm City home where ramp access, a short drive to Martin Downs, or a quick connection to I-95 matters, Kristen Danzig and Amanda Caracuzzo can map those routines street by street before you commit. Find it. Love it. Own it.
